Many different negative outcomes have been observed due to reckless disregard for our environment and ecosystems. The main focus in the environmental movement has been on GHGs, reasonably so, as carbon accumulation in the atmosphere poses the largest existential risk for our species and all other animals on our planet.

However, plastic pollution and pollution, in general, have been and continue to be a large risk for many animals and living things across the globe, this fact being amplified in the ocean. Marine ecosystems are delicate; many plants and animals depend on specific conditions to survive and thrive.

As such, cleaning up our oceans and other marine ecosystems is paramount. While numerous technologies have been developed to combat plastic pollution in our water, many of them have their own risks associated with them.

Some machines are too loud, driving animals away from their natural habitats. At the same time, others are too damaging in their efforts to clean up pollution, destroying delicate plants and animals while clearing away plastic.

However, a new technology developed by scientists out of the Max Planck Institute for Intelligent Systems may be able to solve these problems with minimal impact of its own, and that revolves around imitating jellyfish.

 

How Does a Robot Jellyfish Work?

When jellyfish move in the water, what happens is by flapping their bodies, they create an upward current, moving objects and nutrients up to be consumed by them. This new robot jellyfish more or less does the same thing.

It works by using artificial muscles called HAZELs, which are oil-filled sacs covered by electrodes. When the electrodes receive a current, they discharge it to the surrounding negatively charged ocean water. This causes the oil sacs to get pushed back in forth, creating the flapping movement.

This mechanism is the main draw behind these robotic jellyfish, as by using these robots, they can pull the plastic out of delicate areas like coral reefs without ever touching the reef itself. Another benefit is that these robot jellyfish are almost completely noiseless, so their presence won’t disturb other animals.

In a report in Science Advances speaking on how their technology is different from existing technology, they said, ​​“Existing prototypes cannot interact with aquatic species gently in a noise-free manner while accomplishing diverse tasks.” These jellyfish robots, however, can, and that is where the promise of what they’re doing lies.

 

Moving forward.

While these small robot jellyfish are an exciting development in plastic cleaning tech, there are hurdles still to be overcome in their creation. The main one presenting itself is that, as of writing, they still require a wired connection for power, thus limiting their scope to areas where they can be plugged in. There are ongoing trials for battery packs, but so far cannot be controlled remotely.

However, that is a small issue that can be resolved quickly. It is an interesting concept to imagine cute little robot jellyfish cleaning our oceans, but it is, in all reality, much closer than we realize. The importance of realizing efficient and non-disturbing ways of cleaning our oceans is critical, as plastic pollution’s damage to ecosystems and species worldwide is innumerable.

While in some areas of the environmental movement, we can help the ongoing natural processes, like reforestation for carbon capture, in plastic pollution in marine environments, we must develop new tools to reverse the damage we have caused. Architects in Australia have built an ‘eco-house’ with estimated bills of just €300 a year. BENT Architecture specialises in sustainable buildings, embracing passive solar design techniques to minimise both energy bills and the environmental impact of the spaces.

The Olinda House is a bespoke eco-friendly design for the owners, in Victoria, Australia, who wanted a space which would sit harmoniously within the landscape and work with nature, rather than against it.

“Like all our projects, the Olinda House embraces the sun and uses passive solar design techniques to ensure the home is comfortable and efficient, year-round,” explains BENT Architecture director Paul Porjazoski.

“The home is long and narrow, stretching from east to west to maximise the opportunity to capture northern light – which is perfect for the southern hemisphere! And windows on opposite sides of the home capture cooling breezes. This keeps the interior naturally warmer in winter and cooler in summer.”

The design uses solar panels on the roof to meet any energy needs, meaning the property is not just aesthetically pleasing, but low-energy too with an estimated annual power bill of just €300.

“Olinda House celebrates and enhances the spectacular natural landscape of its site,” Porjazoski says, which is something at the heart of BENT Architecture’s ethos. Things like sunlight and wind are seen as fundamental parts of the design, as Porjazoski and his team seek to strike a balance between structures and nature, “we can no longer afford to see the built environment as being separate to the natural world.”

We must “embrace in a celebration of the site, where the position of the sun and prevailing breezes are treated as building materials equivalent to the bricks and mortar of the building,” he says.

 

Is sustainability affordable?

The team at BENT Architecture has seen that the overwhelming majority of their residential clients are keen to implement sustainable design principles, as they look to minimise their environmental footprint. But what about the people who can’t afford a bespoke housing design?

Porjazoski argues that the fundamentals of sustainability shouldn’t require additional expense. By incorporating sunlight and prevailing wind into a project, an architect can minimise energy consumption without having to spend anything extra. “These gifts from nature are free, and we should use them,” he explains, our buildings should “work for us, not against us, to create a meaningful link between us and the outside world.”

 

The fundamentals of sustainability shouldn’t require additional expense.

 

Unfortunately, these aren’t necessarily principles which are being considered by every developer or architect, especially when it comes to mass-production of houses in Europe to meet rising demands.

However, one major developer in the UK for first-time buyers, Countryside Properties, does incorporate some green initiatives into their designs. While they aren’t harnessing nature in the same way as BENT Architecture, because the majority of their properties are large-scale developments, it is still something they are considering.

Countryside Properties was the first construction company to open its own timber frame facility, which helps make a house far cheaper to heat, thus minimising the carbon footprint. Associate Director Andrew Fox says that the frame facility is an asset in many regards, “but the biggest benefit is how much it reduces our environmental impact.”

The houses have other efficiency measures in place too, such as water-saving fixtures and low energy lighting, which are estimated to save buyers up to £1,723 (€1,970) a year on energy costs, when compared to a second-hand property from the 1930s.

While the work being done with Countryside’s properties is certainly a step in the right direction, we still seem to be a long way off eco-homes like the Olinda House being the go-to for first-time buyers.

 

Green non-residential spaces are on the rise

Although mass-produced residential spaces are yet to incorporate the techniques of BENT Architecture, it is becoming de rigueur in community spaces. This means the benefits of sustainable building design are being increasingly opened up to the wider public, not just those who can afford to commission a bespoke design.

Regulate business to tackle climate crisis, urges Mark Carney

Governments must step up their regulation of businesses to tackle the climate crisis, the former Bank of England governor Mark Carney has urged, because the financial free markets will not reduce greenhouse gas emissions alone.

Carney, who left the Bank of England last year before the first Covid-19 lockdown, is now one of the most influential figures working on Cop26, the vital UN climate talks to be held in Glasgow in November. He is a UN envoy on climate change and Boris Johnson’s finance adviser on the climate.

He said for the world to meet its climate goals, governments would have to force industries to follow clear rules, on everything from energy generation to construction and transport, and set carbon prices that would drive investment towards green ends and close down fossil fuels.

“We need clear, credible and predictable regulation from government,” he said. “Air quality rules, building codes, that type of strong regulation is needed. You can have strong regulation for the future, then the financial market will start investing today, for that future. Because that’s what markets do, they always look forward.”

Without such robust intervention from governments, markets would fail to address the crisis. “It wouldn’t happen spontaneously by the financial sector,” he said. “But we can’t get there without the financial sector.”

People must also press political leaders to act, Carney said. “When people have made it clear they have that objective [of tackling the climate crisis], and if there is public policy that translates those wishes into real action, a price on carbon, regulation of internal combustion engines for example, then financial markets – capitalism – will come up with the solutions to give people what they want.”

He pointed to Johnson’s promise to ban sales of new diesel- and petrol-driven cars from 2030. Car companies are responding: Nissan has announced a £1bn electric car hub in Sunderland, while Vauxhall’s owner, Stellantis, is making a £100m investment in Ellesmere Port. “We’ve seen the automotive industry saying, wait a minute, we have to make big investments in order to supply people with cars in the future,” Carney said.

However, Carney still sees a future for fossil fuels. In May, the International Energy Agency said if the world was to stay within 1.5C of global heating, there could be no more exploration or development of fossil fuel resources.

Carney argues that countries and companies could still carry on exploiting fossil fuels, despite this advice, if they use technology such as carbon capture and storage, or other ways of reducing emissions. “You have to take it on the specific projects. If [fossil fuel] producers are able, through considerable investment in carbon capture and storage, to get to net zero then that creates some room in the carbon budget.”

In Canada, for instance, where Carney is from and partly lives – and where, according to rumours, he is reported to be considering a political career – he said oil sands producers could continue to develop their high-carbon resources, if they reduce their emissions and Canada can make changes elsewhere. “Canada has an objective of 40-45% down on emissions by 2030,” he said. “I’m not going to dictate exactly how that is accomplished but the critical thing is the aggregate.”

Companies should also be able to use carbon offsets to meet climate targets, Carney insisted. The practice of offsetting – funding the planting of trees or protection of forests, or other projects that reduce carbon, to make up for a company’s or individual’s emissions – has become increasingly controversial. Some fraudulent schemes have been uncovered, in which carbon credits did not exist or did not represent an actual reduction in emissions. Other schemes have been found to fail to protect forests, allowing logging to continue while selling carbon credits based on keeping forests standing.

 

Carney has drawn criticism from green groups over his support for offsetting, but remains a staunch advocate. “I’m of the view that offsets can play a role because they extend the carbon budget,” he said. “It’s a bit like when we think about people living on a very tight budget. If you can find ways to save a bit of money here and there or earn a bit more money, you do it. That’s what this is.”

Part of the purpose of carbon credits is to protect areas of forest under threat, such as the Amazon or in south-east Asia, with the additional benefits of preserving natural ecosystems and helping indigenous peoples. The world has not yet found other ways of keeping rainforest protected, he said. “We may not like it that it makes sense to have private companies pay to stop [the burning] but it makes a lot more sense to do that and preserve the rainforest than to just let it happen. Unfortunately, we’ve been just letting it happen.”

Despite criticism of companies “greenwashing” before Cop26, and despite his acknowledgment that “we have left it very late” to begin seriously cutting emissions, Carney believes that harnessing capitalism and the power of money will bring about the changes needed in time to avoid climate breakdown.

“With the right regulation, with a rising carbon price, with a financial sector that is oriented this way, with public accountability of government, of financial institutions, of companies, yes, then we can, we certainly have the conditions in which to achieve [holding global heating to 1.5C],” he said. “That’s our objective.”

SINGAPORE – Rising sea levels, higher temperatures and threats to water and food security are some of the climate change challenges faced by Singapore and Qatar as well as other countries in the Middle East.

They can thus work together particularly in the areas of climate mitigation, clean energy and green growth, said Minister for Sustainability and the Environment Grace Fu on Tuesday (May 25).

She was delivering the opening remarks for an online panel discussion jointly organised by the National University of Singapore’s Middle East Institute and the Doha Forum, a global dialogue platform.

Ms Fu pointed to three opportunities for partnership between Singapore and the Gulf countries towards a more sustainable future.

First, they should exchange expertise and best practices. “For instance, Singapore and Qatar have invested in solar energy as part of our energy mix. Singapore is building one of the world’s biggest floating solar farms and Qatar is working on the Al Kharsaah project, which will be one of the world’s largest solar plants,” she said. “At the same time, Qatar’s electric bus project could offer useful lessons as Singapore moves towards greener public transport networks.”

Second, they could work together in transitioning to a low-carbon future. Ms Fu observed that Gulf nations had been actively investing in what she dubbed as “needle-moving” clean energy solutions such as hydrogen and carbon capture, utilisation and sequestration (CCUS) technologies.

 

 

Qatar commissioned a carbon storage plant in 2019 – the largest of its kind in the region – which aims to capture over five million tonnes of CO2 per year from the emirate’s liquefied natural gas industry by 2025.

“In Singapore, clean energy research is a core part of our investment of US$18 billion (S$23.8 billion)  in the next five years to strengthen the research and innovation capabilities of our companies,” said Ms Fu.

A third and prime area for cooperation lies in green growth and resilience, she said while praising Gulf countries for making “great strides” in renewable energy, circular economy, green cities and other aspects.

“On our end, we aim to develop Singapore as a carbon trading and services hub, and a leading centre for green finance to facilitate Asia’s transition,” said Ms Fu. “As a founding member of the One Planet Sovereign Wealth Fund initiative, which builds climate change into financial decision-making, the Qatar Investment Authority would boost green finance as it explores opportunities in Asia.”

She also noted that Singapore and Qatar share similar concerns around food security.

 

“We would be keen to learn more about Qatar’s strategies and share best practices. Singapore’s economic ties and relationship with the Middle East, and particularly the Gulf region, are on the upswing. Green growth and resilience have the potential to be new pillars of cooperation to deepen our ties further.” she Ms Fu.

 

Earlier, Ms Fu pointed out that Singapore has been an active member of international efforts to tackle climate change – by taking part in key negotiations, co-facilitating ministerial discussions, showing strong support for the Paris Agreement, and collaborating with global partners like the United Nations.

The Paris Agreement, reached in 2015, is a historic legally binding treaty which saw nearly 200 countries pledge to fight global warming and greenhouse-gas emissions.

The Ministry for Sustainability and the Environment’s permanent secretary, Mr Albert Chua, said Singapore would be involved in “some of the more delicate diplomatic manoeuvres” at the upcoming UN Climate Change Conference (COP26) in November.

Asked by panel moderator and former diplomat Bilahari Kausikan what he expected from COP26, Mr Chua said there were outstanding issues to be resolved, including on Article 6 under the Paris pact – which revolves around how countries can reduce emissions using global carbon markets.

“In the case of countries like Singapore, where we have no natural resources, the ability to secure carbon credits from elsewhere becomes very important,” he explained.

 

Indonesia’s former special envoy on climate change, Mr Rachmat Witoelar, said he hoped the landmark COP26 summit would lead to funds distributed to states making an effort to tackle climate change.

Fellow panellist and Nikkei senior staff writer Kiyoshi Ando said he expected more ambitious targets from the world’s biggest source of carbon dioxide – China.

“What I fear is that all the countries are raising targets… and in the next couple of years, most will find that these are unrealistic,” he added. “I hope the Paris Agreement is not going to break up.”

New eco-friendly way to make ammonia could be boon for agriculture, hydrogen economy

Chemical engineers at UNSW Sydney have found a way to make ‘green’ ammonia from air, water and renewable electricity that does not require the high temperatures, high pressure and huge infrastructure currently needed to produce this essential compound.

And the new production method — demonstrated in a laboratory-based proof of concept — also has the potential to play a role in the global transition towards a hydrogen economy, where ammonia is increasingly seen as a solution to the problem of storing and transporting hydrogen energy.

In a paper published today in Energy and Environmental Science, the authors from UNSW and University of Sydney say that ammonia synthesis was one of the critical achievements of the 20th century. When used in fertilisers that quadrupled the output of food crops, it enabled agriculture to sustain an ever-expanding global population.

But since the beginning of the 1900s when it was first manufactured on a large scale, production of ammonia has been energy intensive — requiring temperatures higher than 400oC and pressures greater than 200atm — and all powered by fossil fuels.

Dr Emma Lovell, a co-author on the paper from UNSW’s School of Chemical Engineering, says the traditional way to make ammonia — known as the Haber-Bosch process — is only cost-effective when produced on a massive scale due to the huge amounts of energy and expensive materials required.

“The current way we make ammonia via the Haber-Bosch method produces more CO2 than any other chemical-making reaction,” she says.

“In fact, making ammonia consumes about 2 per cent of the world’s energy and makes 1 per cent of its CO2 — which is a huge amount if you think of all the industrial processes that occur around the globe.”

Dr Lovell says in addition to the big carbon footprint left by the Haber-Bosch process, having to produce millions of tonnes of ammonia in centralised locations means even more energy is required to transport it around the world, not to mention the hazards that go with storing large amounts in the one place.

She and her colleagues therefore looked at how to produce it cheaply, on a smaller scale and using renewable energy.

“The way that we did it does not rely on fossil fuel resources, nor emit CO2,” Dr Lovell says.

“And once it becomes available commercially, the technology could be used to produce ammonia directly on site and on demand — farmers could even do this on location using our technology to make fertiliser — which means we negate the need for storage and transport. And we saw tragically in Beirut recently how potentially dangerous storing ammonium nitrate can be.

“So if we can make it locally to use locally, and make it as we need it, then there’s a huge benefit to society as well as the health of the planet.”

 

OUT OF THIN AIR

ARC DECRA Fellow and co-author Dr Ali (Rouhollah) Jalili says trying to convert atmospheric nitrogen (N2) directly to ammonia using electricity “has posed a significant challenge to researchers for the last decade, due to the inherent stability of N2 that makes it difficult to dissolve and dissociate.”

Dr Jalili and his colleagues devised proof-of-concept lab experiments that used plasma (a form of lightning made in a tube) to convert air into an intermediary known among chemists as NOx — either NO2- (nitrite) or NO3- (nitrate). The nitrogen in these compounds is much more reactive than N2 in the air.

“Working with our University of Sydney colleagues, we designed a range of scalable plasma reactors that could generate the NOx intermediary at a significant rate and high energy efficiency,” he says.

“Once we generated that intermediary in water, designing a selective catalyst and scaling the system became significantly easier. The breakthrough of our technology was in the design of the high-performance plasma reactors coupled with electrochemistry.”

Professor Patrick Cullen, who led the University of Sydney team, adds: “Atmospheric plasma is increasingly finding application in green chemistry. By inducing the plasma discharges inside water bubbles, we have developed a means of overcoming the challenges of energy efficiency and process scaling, moving the technology closer to industrial adoption.”

 

STORAGE SOLUTION

Scientia Professor Rose Amal, who is co-director of ARC Training Centre for Global Hydrogen Economy, says in addition to the advantages of being able to scale down the technology, the team’s ‘green’ method of ammonia production could solve the problem of storage and transport of hydrogen energy.

“Hydrogen is very light, so you need a lot of space to store it, otherwise you have to compress or liquify it,” says Professor Amal.

“But liquid ammonia actually stores more hydrogen than liquid hydrogen itself. And so there has been increasing interest in the use of ammonia as a potential energy vector for a carbon-free economy.”

Professor Amal says ammonia could potentially be made in large quantities using the new green method ready for export.

“We can use electrons from solar farms to make ammonia and then export our sunshine as ammonia rather than hydrogen.

“And when it gets to countries like Japan and Germany, they can either split the ammonia and convert it back into hydrogen and nitrogen, or they can use it as a fuel.”

The team will next turn its attention to commercialising this breakthrough, and is seeking to form a spin-out company to take its technology from laboratory-scale into the field.

Monaco is becoming an unexpected leader in sustainability

At a time when we’re understanding that glaciers are moving as much as 90 feet a day (100 times the usual speed), the need for climate action is shockingly evident. But which world leaders will lead this vital charge? The second-smallest independent state in the world is emerging as a leader in planet preservation. Monaco’s sovereign prince founded his namesake Prince Albert II of Monaco Foundation in 2006 to combat climate change, preserve biodiversity, and conserve water resources. The monarch committed to reducing the principality’s carbon emissions in half by 2030, aiming to become carbon neutral by 2050.

 

“Monaco is an incubator of sustainable solutions. We’re a laboratory for innovative ideas in sustainable development which can be fully expressed here before being scaled-up,” says Olivier Wenden, VP and CEO of the Prince Albert II of Monaco Foundation.

To reach the lofty target, Monaco expanded public transportation options including biodiesel buses and electric shuttle boats. The e-bike-sharing program has a fleet of 300 electric bikes and 35 bike stations. E-bikes cost one euro per trip and are used 1,200 times a day. E-vehicles represent almost 7% of the Monegasque fleet. There are free recharging stations and an e-car-sharing system.

Additional eco-friendly systems have been developed to limit waste by repurposing garbage into fuel and purifying water before being discharged into the Mediterranean. The Monaco Clean Beaches campaign placed 8,000 ashtrays on the beaches to reduce cigarette litter. Monaco has two marine protected areas as well as 3D-printed artificial reefs, and is working to preserve species including the Mediterranean Monk Seal.

Monaco has an ambitious goal of having zero single-use plastic waste by 2030. Single-use plastic bags were banned in 2016; straws in 2019; and plates, cups, glass, and cutlery in 2020. Conscious consumption is also present in Monaco’s culinary offerings through reducing of food waste and Terre de Monaco, a Monegasque organic urban rooftop farming project.

Monte-Carlo Beach and Monte-Carlo Bay received the prestigious Green Globe Gold certification for sustainability efforts. Monte-Carlo Beach has a preservation zone for local birds, and Monte-Carlo Bay works with the Prince Albert II Foundation to preserve the habitat for a local Mediterranean seahorse species. For three years, solar panels have powered Monte-Carlo Bay. Over 88% of Monaco’s hotels have international third-party green certifications. Méridien Beach PlazaColumbus Monte-Carlo, and Métropole Monte-Carlo are Green Key members.

Looking to the future, an eco-district, the Mareterra, is slated to open in 2025. The new neighborhood will have a pedestrian-only and environmentally conscious design with luxury apartments and villas, public parks, a marina with a seafront promenade, and, naturally, e-bike stations. “Moving forward, a greener path is full of promises and opportunities—and worth it,” Wenden says.

Climate justice and human rights movements must go hand-in-hand

Both the Paris Agreement and the advancements towards mandatory due diligence have the potential for a huge, transformational effect across our economy.

The climate justice and human rights movements have been on separate paths for far too long. Both have made considerable progress in the past decade, but if we are going to see the type of transformational change that our times require in either, the two must come together.

Recent advancements indicate that this is starting to take place.

The climate movement reached a watershed moment when the Paris Agreement entered into force in 2016. Over 196 governments around the world set targets to reduce greenhouse gas emissions to limit global warming to 1.5 degrees Celsius, an unprecedented challenge of coordination and action.

They also sent a bold message to actors across all sectors – from finance and business, to civil society and philanthropy – that it was time for action.

 

For instance, a company’s failure to decarbonise could be seen as contributing to human rights and environmental violations under a mandatory due diligence regime.

 

Concurrently, the field of business and human rights rapidly accelerated in 2010 when the United Nations endorsed the United Nations Guiding Principles on Business and Human Rights (UNGPs), a framework to prevent and address the risk of adverse impacts of business activities on human rights.

Governments have been encouraged to translate the UNGPs into national action plans or roadmaps. At the same time, demands on the corporate sector to implement human rights due diligence, a central component of the UNGPs, intensified.

Lawmakers saw an opportunity to recognise the expectation of due diligence behaviour on the part of companies, and governments started legal mandates, including the French Devoir de Vigilance law of 2017, the Dutch Child Labour Law of 2019.

Most recently, the European Parliament indicated through a large majority the likelihood of adopting an EU-wide mandatory due diligence law that would cover human rights and environmental issues.

Both the Paris Agreement and the advancements towards mandatory due diligence have the potential for a huge, transformational effect across our economy.

As governments and the private sector race to decarbonise and minimise their harmful greenhouse gas emissions, legal requirements on mandatory human rights and environmental due diligence are being instituted that can themselves spur this action through incentives and sanctions.

For instance, a company’s failure to decarbonise could be seen as contributing to human rights and environmental violations under a mandatory due diligence regime.

The researcher Chiara Macchi has termed this merger “climate due diligence” and argues it as an emerging notion requiring corporations to assess and address risk, as well as to integrate the climate change dimension into vigilance planning, corporate reporting, external communication and investment decisions.

This concept is being tested in real-time in France. Oil giant Total is being sued by French nonprofit and law firm Sherpa together with 14 French local authorities and four NGOs.

The suit alleges that Total’s failure to take action to reduce greenhouse gas emissions in its operations is a violation of the French Devoir de Vigilance law, France’s seminal legislation that required a duty of care from French companies for human rights and environmental harms.

Sandra Cossart, Sherpa’s Director, said: “This law specifically obliges companies to prevent the risks of human rights and environmental violations caused by their activities, and to do so in an appropriate manner. Total is legally required to identify the risks resulting from its contribution to global warming and to take the necessary measures to reduce its emissions.”

(Editor’s note: After the lawsuit was filed in January last year, Total said it regretted the legal action taken, adding it was working in compliance with national legal standards. The case is ongoing.)

The same French law is also being applied to pursue broader climate justice and just transition issues by representatives of the community of Unión Hidalgo in Mexico. The civil lawsuit against Electricité de France (EDF)’s wind park project focuses on the non-compliance of EDF with its vigilance duties to respect human rights by seeking free, prior and informed consent of the indigenous Union Hidalgo community.

The urgency of addressing the climate crisis is clear, and avenues to accelerate needed transformation in our economy are expanding, including through legal mechanisms like mandatory human rights and environmental due diligence.

If Europe moves to a standardised mandatory due diligence approach with a right of action, this could be an incredible tool to shift momentum on corporations in addressing their greenhouse gas emissions. Two distinct paths, the Paris Agreement and the UNGPs and the resulting momentum towards mandatory human rights due diligence, are indeed converging, and this couldn’t happen soon enough.

Environmental impact assessments in Singapore to be further strengthened: Desmond Lee

SINGAPORE – The framework to guide how and when environmental studies should be done ahead of development works is being reviewed again, to see how they can be done in a way that is sensitive to the environment, said Minister for National Development Desmond Lee.

Three areas are being reviewed, Mr Lee said during a virtual press conference held on Monday (Feb 22) to address concerns over the clearance of a Kranji vegetated plot before a biodiversity study there was completed.

First, a more comprehensive picture of Singapore’s nature areas and how they connect to one another will be developed.

 

The idea is to map out the islandwide ecosystem and connectivity to better consider how specific sites connect to nature areas, buffers and corridors.

“We will do this in a science-based manner on an islandwide scale and we’ll conduct baseline studies for specific sites to understand their ecological profile and their role in ecological connectivity,” he said.

“The findings from these studies will add to the existing data and connectivity models that my colleagues at NParks have built up over the years and help guide longer term planning.”

 

Second, the Ministry of National Development (MND) will review whether it is better to centralise the management of environmental impact assessment consultants instead of having individual developers manage their own.

Lastly, MND will explore the use of technology in the built environment sector and see how it can be applied to project management.

“We will learn from this incident and the discussions that have resulted. I hope that everyone, including our nature community, will continue to partner and support us in our efforts as we continually work to improve,” said Mr Lee.

On the Kranji clearance, he said that a thorough investigation will be done and the findings will be made public when ready.

 

“We will not hesitate to take the necessary action should any party be responsible,” he said.

But in parallel, his ministry will continue efforts to strengthen the environmental impact assessment (EIA) framework, Mr Lee added.

The review of the EIA framework announced on Monday (Feb 22) follows sweeping changes made to it last October.

The changes then had included the introduction of new biodiversity impact assessment guidelines, the enhancement of transparency of such environmental studies, as well as the roll-out of strategies to improve the planning process so developers take wildlife into consideration at an earlier stage. For instance, a course on basic ecology and the EIA process for planners from development agencies will be introduced.

“In our engagements with the nature community last year before we launched the enhancements, we had identified and discussed with them several ways to further strengthen the EIA process which we have been studying,” said Mr Lee.

Asked if an EIA law was necessary, Mr Lee said that the requirements for the relevant studies – such as those that look at the flora and fauna of the area – are pegged to legislative gateways.

For instance, under the Planning Act, statutory permissions and conditions can be imposed for the conduct of these studies and investigations into biodiversity, said Mr Lee.

The Wildlife Act, which came into force last June, also gives the National Parks Board (NParks) greater regulatory and enforcement powers to look into and to impose the relevant studies and measures.

But other than through legal means, Mr Lee said there are other measures in place to improve the sensitivity of development to the environment in Singapore, citing the changes made to the EIA framework and the areas under review.
